PANAJI: The state cabinet on Thursday granted ex post facto approval for a bill of over Rs 5.8 crore raised towards the closing ceremony of the 60th year of Goa’s Liberation, displaying election-related advertisements at bus shelters across the state, and for arrangements ahead of the swearing-in ceremony of the new government.
Ex post facto approval is essentially approval for a project that has been initiated or has already been completed.
The cabinet also granted ex post facto approval for the appointment of Vasco-based Vinsan Graphics — an event management agency empanelled by the department of information and publicity — to make the necessary arrangements for the swearing-in ceremony of the chief minister and his council of ministers that was held at the Shyama Prasad Mukherjee Indoor Stadium, Taleigao, on March 28. It stated that the requisite codal formalities had not been followed in this regard due to paucity of time and also because the event was attended by VIPs from various parts of India, including Prime Minister Narendra Modi.
“For expenditure sanction for the certified amount of over Rs 5.5 crore for the scheduled ceremony, by invoking provision 166 (in) of the General Financial Rules, 2017, as per the bill attached, after taking into consideration the proposed deductions by the certifying authority,” Sandip Jacques, secretary general of administration said in the cabinet note.
Chief minister Pramod Sawant said that the cabinet also granted approval to appoint former DGP I D Shukla as member of State Police Complaint Authority (SPCA).
