SUPPLEMENTARY ISSUE - China’s Top 10 Copyright Events in 2021

Recently, China’s Top 10 Copyright Events in 2021 were selected and released by the National Copyright Administration of China (NCAC).

1. Newly amended Copyright Law Coming into  Effect

The Third Amendment to Copyright Law came into effect on June 1, 2021, which was a milestone event of China’s copyright development. In response to the new demands of economic and social development and emerging expectations of the public, the amendment followed the principles of protecting rights, encouraging creation, promoting dissemination and balancing interests. The amendment improved copyright legal system, strengthened copyright protection, brought the Copyright Law in harmony with other laws, and helped implement the obligations provided for in the international copyright treaties China had joined in recent years. The amendment would serve as an important legal support for maintaining copyright order, increasing copyright governance effectiveness and promoting the prosperous development of socialist culture and science.

2.Marrakesh Treaty Ratified by NPC Standing Committee

The Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled, the world’s first and only copyright treaty to include a clear human rights perspective, was ratified on October 23, 2021 by the Standing Committee of the 13th National People’s Congress (NPC) at its 31st Session. The treaty’s ratification could better safeguard the cultural rights and interests of people with print disabilities in China by enabling them to equally appreciate works and receive education, thus facilitating the universal access to cultural achievements. Furthermore, it also created favorable conditions for providing works in accessible format to print-disabled people outside China and further expanding the overseas coverage of excellent Chinese works.

3. Judicial Protection of Copyright Strengthened

The Amendment (XI) to Criminal Law came into effect on March 1, 2021. In the Amendment, criminal protection was introduced for rights of communication through information network and performers’ rights, and the upper limit of statutory penalties for two crimes involving copyright infringement was raised to 10 years’ imprisonment for copyright infringement and 5 years’ imprisonment for selling infringing copies. On March 3, 2021, the Interpretation on the Application of Punitive Damages in Civil Cases of Infringement of Intellectual Property Rights was issued by the Supreme People’s Court to guide local courts to accurately apply punitive damages and punish serious infringements of intellectual property rights. The implementations of the Amendment and judicial interpretation are of great significance for maintaining copyright order by further strengthening the judicial protection of copyright.

4. Copyright Work Plan for 14th FYP Period Released by NCAC

The Sixth Plenary Session of the 19th CPC Central Committee incorporated into its resolution strengthening the creation, protection and utilization of intellectual property rights, reflecting the Party’s great emphasis on intellectual property development. In order to fully implement the guiding principles from General Secretary Xi Jinping’s major speech on intellectual property work and conscientiously put in place The Outline of National Intellectual Property Strategy (2021–2035) and The National Plan for Intellectual Property Protection and Utilization during the 14th Five-Year Plan (FYP) Period, NCAC strengthened the top-level design of copyright work and released The Copyright Work Plan for the 14th FYP Period on December 24, 2021, which sets out the guiding thought, basic principles, development goals and key tasks for copyright work during the 14th FYP period. This has provided important copyright support for comprehensively implementing the Party Central Committee’s major plans on intellectual property work, and building China into a country strong in innovation, culture and intellectual property.

5. Copyright Enforcement and Supervision Focused on New Business Models and New Sectors

In 2021, copyright law enforcement and supervision authorities actively responded to copyright challenges in new business models and new sectors, and explored new methods and paths for copyright protection. NCAC Copyright Department, in cooperation with relevant authorities, launched a focused campaign to combat theatrical movies piracy and dissemination and strengthened social governance mechanism for the copyright protection of theatrical movies. NCAC and other authorities launched the “Jianwang 2021” Campaign, which prioritized copyright protection in short video, live webcast and sports events, and included Tokyo Olympic Games programs in the 2021 pre-warning list of copyright protection for key works. The 2021 National Conference on Copyright Protection and Development in Digital Environment focused on the latest issues of copyright protection and development, showcased the achievements of copyright protection and promoted the development of copyright industries.

6. Copyright Market Order of Digital Music Industry Maintained

In July 2021, the State Administration for Market Regulation issued an administrative penalty decision against Tencent Holdings Ltd., ordering Tencent and its affiliated companies to restore market competition by terminating exclusive license of music copyright  within 30 days, discontinuing the payment of copyright fees such as high prepayments, and not demanding of upstream copyright holders conditions that give competitive advantage without reasonable grounds. The decision would help reshape the competition order by providing all players with opportunities to compete fairly in relevant market. NCAC had been promoting the healthy and orderly development of digital music industry by guiding all parties to improve the copyright licensing model, build good market ecology, effectively resolve copyright disputes through negotiation and mediation, and refocus their copyright operation on encouraging originality and improving user experience.

7. Copyright Market Order of Karaoke Industry Regulated

The Notice on Regulating Copyright Market Order of Karaoke Industry was released by NCAC together with the Ministry of Culture and Tourism on April 2, 2021. The notice provides for eight measures to regulate collective management in karaoke industry, such as clearing copyright through collective management, and implementing a two-in-one copyright licensing mechanism. The notice, as an important step to further supervise and improve copyright collective management, is of great significance for protecting the legitimate rights and interests of right holders, and facilitating the legitimate use of copyrighted contents and the healthy development of the industry.

8. The 8th China International Copyright Expo Held in Hangzhou

The 8th China International Copyright Expo was successfully held in Hangzhou, Zhejiang Province in October 2021, with over ten side events including the presentation of WIPO-NCAC Copyright Awards. The Expo fully remonstrated the achievements of China’s copyright endeavors and served as an important platform for copyrighted works exhibition, copyright exchange and trade. During the Expo, the Exhibition Marking the 30th Anniversary of the Implementation of the Copyright Law was organized by NCAC to celebrate the centenary of the founding of the Communist Party of China. The exhibition comprehensively reviewed the significant achievements in copyright legislation, protection, industry development and international exchange and cooperation in the past 30 years under the leadership of the Party.

9. Wujiang Model of Copyright Protection Promoted Worldwide

On October 16, 2021, the plaque awarding ceremony of WIPO Case Study of Best Practice in Copyright Protection for Wujiang Silk Industry & the book release ceremony of Copyright as an Enabler for the Growth of Silk Industry: A Study of Copyright Protection and High-quality Development of Silk Industry took place in Hangzhou, marking a successful conclusion of the case study. After “Nantong Model” and “Dehua Model”, the “Wujiang Model” of enabling the growth the silk and textile industry through copyright protection is another example of increasing China’s international influence of copyright administration and contributing China’s share to improving global copyright governance. WIPO values this case study a lot and promotes the study results worldwide through its channels.

10. Verdict Announced for Copyright Infringement Case of Renren Yingshi Subtitle Group

The first instance verdict was announced for the case of Liang Yongping’s alleged copyright infringement during the public hearing by the Shanghai No. 3 Intermediate People’s Court on November 22, 2021. According to the verdict, the defendant Liang Yongping was convicted of copyright infringement and sentenced to three years and six months in prison and a fine of 1.5 million yuan, with the illegal proceeds recovered and the impounded property that had been used for the crime confiscated. The verdict that holds Renren Yingshi Subtitle Group criminally liable clarified the nature of subtitle groups’ translation of film and TV works, and demonstrated China’s determination to combat copyright infringement and piracy and strengthen copyright protection.

Cougars earn top podium spots in three events at Joe May Invite - University of Houston Athletics

BATON ROUGE – Christyan Sampy, Nu’uausala Tuilefano and the men’s 4×100 relay all took home first place in their respective events on Saturday at the Joe May Invitational at LSU. 

Sampy started the day breaking his own meet record in the men’s pole vault. He recorded a 5.41 mark besting his 5.31 height from 2021. Tuilefano also earned first in the women’s shot put throwing a 16.29m on her first throw of the day. 

A team of Marcus Wright, Jordan Booker, Edward Sumler IV and Shaun Maswanganyi took the top spot in the men’s 4×100 meter with a time of 39.33. 

Despite not earning the top spot in the their respective events four other athletes recorded times that would have also broken meet records. For the men, Devin Vallejo-Bannister and Brandon Seagreaves broke the meet record in the men’s 1500-meter. Vallejo-Bannister finished in second at 3:49.88 and Seagreaves came in fifth at 3:52.84. For the women, Cecilia Tamayo-Garza finished in 23.58 in the women’s 200-meter for sixth while Michelle Mayer recorded a 2:16.97 in the women’s 800-meter finishing in seventh.

KITCHENER, Ont. — Shane Wright faced the same uncertainty every junior hockey player experienced the last two years.

The shutdowns, restarts, postponements and cancellations brought on by COVID-19 – that pit-in-your-stomach feeling of not knowing what’s around the next corner when there are plenty of questions and very few answers.

And unlike everyone else in his draft class, Wright had to do it under an intense spotlight.

“I’ve just adapted,” said the 18-year-old centre. “It’s on me … no one else is living through it.”

After being forced to sit out all of last season when the Ontario Hockey League was unable to get off the ground because of the pandemic, Wright is back to a level of normalcy.

Following an admittedly slow start to the 2021-22 campaign, he has 25 goals and 77 points in 52 games with the Kingston Frontenacs to cement himself atop the NHL Central Scouting Bureau’s midterm list as the top-ranked North American skater heading into July’s draft.

“He’s still the No. 1 pick,” said Dan Marr, the director of NHL Central Scouting. “Right now, he’s at the top of his game. He’s in a good zone.”

Wright, who made Canada’s world junior team in December before the tournament was scrapped by COVID-19, and 39 other draft-eligible players in the Canadian Hockey League will put their skills on display Wednesday in the 2022 Kubota CHL/NHL Top Prospects Game as the showcase returns after being axed last season.

“This event is a big one,” said Matthew Savoie, the No. 3-ranked North American skater of the Western Hockey League’s Winnipeg Ice.

“I’m just grateful and thankful to be a part of it.”

Marr said the teenagers in the 2022 draft class have basically crammed 18 months of development into half a year.

“A lot of credit to these kids for their resilience and their dedication,” he said. “They’ve had to handle a lot of adversity and figure out how to show up to the rink, get their workouts in. They’ve had to find ways to get things done. It hasn’t just been a laid out, well-planned path.

“In some ways, they’ll benefit from this down the road.”

Winnipeg centre Conor Geekie, who’s ranked just behind Savoie at No. 4 in North America, said he took a family motto to heart during the pandemic.

“You can’t really control COVID,” he said. “I know a lot of people may have tried, but I think for the most part you’ve just got to be yourself and go through whatever it’s taking you through.

“Obviously, I don’t want to be shut down. Yes, it’s a little annoying, a little stressful. But you’ve got to go with the flow.”

Tyler Brennan of the WHL’s Prince George Cougars took a similar approach, but added the mental side of things were difficult at times.

“It was definitely tough not knowing what was going on,” said the top-ranked North American goaltender. “You had to have an open mind.”

While the OHL was dormant, the WHL and the Quebec Major Junior Hockey League were able to stage some games in 2020-21, but it was far from a normal season for players still growing and developing.

All three leagues are back this term, although there were a number of postponements earlier in the schedule because of coronavirus outbreaks.

“I try to see the good side of it where we could train more,” said Gatineau Olympiques defenceman Tristan Luneau. “My physical strength is something I got to improve. I really worked on that last year.

“And then this year … fans, no fans, been a little bit of up and down. But we play games and that’s all we want. We’ve been trying to make the most out of it.”

That pivot to focusing on getting better in the gym and using the time off as a positive was a common theme among players aching to see live action.

“A lot of people take for granted the break that COVID gave,” said Geekie, who stands six foot three, weighs 193 pounds, and doesn’t turn 18 until May. “Being a big guy growing up, it was always hard to catch up to my body and gain strength.

“I got that chance to work out and get bigger and get stronger.”

And because of what amounted to a lost season for many – much like the 2021 draft class – there have been fewer eyeballs on these prospects compared to anything that came before.

“We’ve had quite a few unfortunate times in the last couple years where stuff’s been shut down,” said Denton Mateychuk, a blue-liner with the WHL’s Moose Jaw Warriors and the ninth-ranked North American skater. “To have this game for scouting and show what you can do against other top players, it’s very important.”

“We all want to show what we got,” Luneau added. “The good mindset is being true to ourselves and not trying to overdo things.”

Nationally televised and featuring celebrity coaches, Wednesday’s game represents another step back to normal life for players who, like many people in society, have dealt with a lot over the last two years.

“Super thankful to have this opportunity,” Wright said. “Definitely something you have circled on your calendar.

“Something you look forward to.”

And probably one of the things these teenagers thought about on those lonely, quiet days and nights when the rinks sat dormant.

BOWL.com | Momentum carries bowlers to top of leaderboard in two events at 2022 USBC Open Championships

LAS VEGAS – Three bowlers who bowled well during team competition Sunday at the 2022 United States Bowling Congress Open Championships were able to carry that momentum into doubles and singles and find additional success Monday on the tournament’s second oil pattern.

Daniel Kimmer of St. Michael, Minnesota, and Eric Nelson of Minot, North Dakota, were the first to find the spotlight as they snuck into the lead in Regular Doubles.

Three games later, Robby Callan of Vacaville, California, cruised into the top spot in the Regular All-Events standings with a 2,139 total, finishing what he started Sunday when he rolled the first 800 series of this year’s event at the South Point Bowling Plaza.

Kimmer and Nelson combined for a 1,399 total, which looked like it was going to be about 50 pins higher, heading into their final frame.

Nelson, a 38-year-old right-hander making his seventh USBC Open Championships appearance, was working on nine consecutive strikes and a bid for the first perfect game of the tournament.

He left a 4 pin on his first shot, converted it and struck on his fill ball for a 279 game. His first two games were 191 and 216, and he finished with a 686 series.

Kimmer, a 26-year-old right-hander competing for the fourth time, had the hot hand over the first two games and entered the final frame on a string of five strikes, with a max score of 256.

His first shot was wide to the right, and he left a 2-4-8-10 split, which he was unable to pick up. He finished with 220 and a 713 series. He started the set with games of 214 and 279.

Timothy Behrendt and Shea Bittenbender of St. Charles, Missouri, previously held the lead with 1,391, but Kimmer and Nelson admitted they both thought someone already had broken through for 1,400.

When they found out they were the new leaders, there was some surprise and a lot of excitement.

“This is a crazy feeling, and I really don’t think it has settled in yet,” Kimmer said. “It may not feel real until we see the standings. I think we threw the ball really well, and the lanes played to our advantage, for sure.”

For Nelson, the excitement of being the leaders superseded any feeling about the run at 300.

“It was a good ball, but it started to read a little early, and I knew it wasn’t going to sit there,” said Nelson, who bowls at Minot’s North Hill Bowl. “The best I could hope for was to trip something, but it is what it is. Overall, I was able to turn a slow start into something, and we put up a good number.”

Kimmer was in a similar position during Sunday’s team event. He started the second game of the day with 10 consecutive strikes, before a seven-count ended his run.

Despite coming up short, Kimmer was happy with the 684 series that kicked off his 2022 tournament campaign, and that helped his confidence for doubles and singles. He closed with a 569 series in singles for a career-best 1,966 all-events total.

“I was throwing it well yesterday and had the front 10, but I didn’t get it done,” said Kimmer, whose home bowling center is McPete’s Sports Bar & Lanes in Big Lake, Minnesota. “I thought about it all night and came to the lanes today just wanting to make shots. I’m satisfied with all nine games and progressing from past appearances.”

The final game of Nelson’s team event started with seven consecutive strikes on the way to a 262 game and 647 series. He added 554 in singles for a 1,887 total. His best all-events effort came in his 2011 debut (1,936).

The new leaders came to Las Vegas as part of a four-team group that includes bowlers from Minnesota and North Dakota. They met for the first time at the South Point Bowling Plaza in 2021, and they didn’t see each other or speak again until they returned to Las Vegas this week.

Robby Callan action at 2022 Open ChampionshipsCallan on the other hand, shared the lanes this week with friends he has been bowling with for decades. The mood was light, the communication was good and the strikes added up over their two days.

On Sunday night, Callan’s 808 series helped BowlTec of Rancho Cordova, California, into second place in Regular Team with a 3,291 total.

The group returned to the lanes motivated for a run at the lead in doubles, singles, all-events and Team All-Events and armed with the confidence they found while competing in the 2022 Bowlers Journal Championships, which features the same oil pattern as doubles/singles competition at the Open Championships.

Callan, a 48-year-old right-hander, started the day with games of 202, 217 and 231 for a 650 series in doubles, a score he said he felt definitely was earned, based on how the lanes transitioned.

Singles included games of 217, 247 and 217 for a 681 total and career-best all-events performance.

“This is a first for me to be leading in all-events, and it feels really good,” Callan said. “It took a while for the pair to break down, and it was pretty flat most of the time. I was fortunate that I didn’t miss any makeable spares, and I was able to break up some splits along the way.”

David Carroll of Wyoming, Michigan, previously held the lead with 2,080.

On paper, Callan’s total was his highest in 22 trips to the Open Championships, and he felt it was the best performance-wise, too. It was the result of months of hard work and adjustments in his game with help from a friend with a keen eye. Then, it was just a matter of making good decisions, staying patient and making spares.

“It was a solid nine games and definitely my best by far,” said Callan, whose previous high all-events total was 2,115, rolled in 2009. “Most of the year, I bowl three games a week in league, but I have been bowling three or four days a week for the last two months trying to get a rhythm and get some games in on different patterns.”

Outside of the individual push from Callan, there wasn’t any additional noise from BowlTec on Monday. The team settled into fifth place in Team All-Events with a 9,317 total. Supreme Deck of Grand Haven, Michigan, leads with 9,917.

March 20 (Reuters) – Away from the fighting in Ukraine, Russian and Ukrainian ballet dancers rubbed shoulders in London on Saturday in a charity event that united some of the world’s leading dance performers for humanitarian relief in the war-torn eastern European nation.

About 20 dancers, with glistening bodies and graceful moves, received a thunderous applause from the packed auditorium at the London Coliseum theatre for the ‘Dance for Ukraine’ gala.

“We have so many loved ones back home. We couldn’t just sit idly at home and just watch news, we wanted to do something,” Ivan Putrov, who is from Ukraine and organised the event with Romanian Alina Cojocaru, told Reuters.

Russia invaded Ukraine on Feb. 24, an attack Moscow calls a “special operation” to demilitarise its neighbour.

The U.N. human rights office has said at least 847 civilians had been killed and 1,399 wounded in Ukraine as of Friday. More than 3.3 million refugees have fled Ukraine through its western border, with around 2 million more displaced inside the country.

Some audience members were draped in the Ukrainian flag for the event, with dancers from many countries including Brazil, Italy and Britain providing glamour to the stage that was lit in shades of yellow and blue.

Katja Khaniukova from Ukraine and Natalia Osipova from Russia were among those who took part. There were also dancers from the United States, France, Japan and Argentina at the event, which the organisers said raised at least 140,000 pounds ($184,520.00) for the Disasters Emergency Committee’s Ukraine appeal.

“So many of the artists contacted us wanting to join so it is inspiring how overwhelming the support is from the people, but we need more support in Ukraine, more support from different governments around the world,” said Putrov.
